As the population of the former internationally recognized People’s Democratic Republic of Yemen (South Yemen, South Arabia), we urge the UN Security Council to act. We demand that the Southern issue (i.e. the grievances of South Yemen since Yemeni unification in 1990 until today) be addressed and that it will be allowed fair representation in the UN-led political process for peace in Yemen.

For the past four years, parties to the conflict in Yemen have pursued military strategies at the expense of innocent civilians. We are therefore encouraged by efforts to revive a political settlement, including those of the UN Special Envoy and his consultations in Stockholm in December 2018. The Security Council now has an important role to play to codify the outcomes from these talks in order to prevent the spread of famine, put in place a mechanism that releases those unlawfully detained by all parties, and protect vital civilian infrastructure and commercial corridors.

Any political solution to the conflict requires genuine engagement with all parties. History has shown that the more inclusive and broad a political process, the better chance of ensuring a sustainable outcome. This is why we, Southerners, urge for concrete steps to address the historical marginalization of the South, and to put in place policy options that will ensure that the people of the South and their political representatives have a clear and defined role in the UN-led political process.

The Security Council has a key role to play. The UN Security Council Resolution 2216 (2015), on which the political process for peace in Yemen is based, does not support an inclusive and broad process that includes the South. We have not seen any steps by the UN Security Council towards an integration of the Southern issue into the political peace process. The marginalization has persisted since 2015. If the Council is serious about finding a solution to the war in Yemen that sticks on the ground, then it needs to seize the current momentum and provide the mandate that brings the people of South Yemen into the political process.

We urge the UN Security Council to guarantee justice and fairness for all parties, to secure an end to the Yemeni crisis and increase our chances of a sustainable peace. We welcome renewed efforts to bring about a political solution to the crisis.

نحن سكان ما كانت تعرف بجمهورية اليمن الديمقراطية الشعبية سابقا (جنوب اليمن، الجنوب العربي) نحث مجلس الأمن على اتخاذ خطوات ملموسة وإيلاء الإهتمام المستحق للقضية الجنوبية ( بما في ذلك المظالم التي تعرض لها الجنوب والجنوبيون بعد العام 1990 ) وان يكون للقضية الجنوبية التمثيل العادل والحقيقي في اي عملية سياسية تقودها الأمم المتحدة.  

خلال السنوات الأربع الماضية ، اتبعت أطراف النزاع في اليمن استراتيجيات عسكرية على حساب المدنيين الأبرياء. و لذلك فإننا نشجع جهود إعادة إحياء التسوية السياسية ، بما في ذلك مساعي مبعوث الأمم المتحدة الخاص ومشاوراته في ستوكهولم. ولدى مجلس الأمن الآن دور مهم يقوم به من خلال تقنين وتنظيم مخرجات هذه المباحثات من أجل منع انتشار المجاعة، ووضع آلية إطلاق سراح المعتقلين والمخفيين قسرا بصورة غير قانونية وغير إنسانية من جانب جميع الأطراف، وكذلك العمل على حماية البنية التحتية المدنية الحيوية والممرات التجارية.

يتطلب أي حل سياسي للنزاع المشاركة الحقيقية لجميع الأطراف، ولقد أظهرت التجارب التاريخية السابقة أن العمليات السياسية الشاملة و التي تجمع كل الأطراف دون استثناء على طاولة واحدة توفر فرصاً أفضل وضماناً أكبر لاستدامتها . ولهذا السبب  نحث – كجنوبيين- على اتخاذ خطوات ملموسة لمعالجة التهميش التاريخي للجنوب، و وضع خيارات سياسية تضمن أن يكون لسكان الجنوب وممثليهم السياسيين دور واضح ومحدد في العملية السياسية التي تقودها الأمم المتحدة والتمثيل في كل المفاوضات والمشاورات المستقبلية . 

إن لمجلس الأمن دورا رئيسياً يؤديه في صنع القرار الذي يتم التفاوض عليه ويتيح لنا الفرصة لإرسال رسالة دعم واضحة لعملية شاملة و واسعة تشمل الجنوب،  إلا أن هناك فجوة كبيرة في قرار مجلس الأمن 2216 للعام 2015م، والذي ادى الى استمرار تهميش الجنوب منذ ذلك الحين. إذا كان المجلس جادًا في التوصل إلى حل ثابت و دائم فعليه أن يغتنم فرصة الزخم الحالي وتوفير التفويض الذي يدفع بشعب الجنوب في العملية السياسية فيضمن المجلس من خلا هذه المشاركة العادلة نتائج أكثر عدلا وإنصافا لكل الأطراف وحلا دائما ينهي الأزمة وتبعاتها ويمهد لمستقبل أكثر استقرارا في كل الاتجاهات .

نحث مجلس الأمن على ضمان التمثيل العادل والمتساوي لجميع الأطراف، من اجل إنهاء الأزمة في اليمن وزيادة فرص خلق سلام دائم. كما نرحب بكافة الجهود للتوصل إلى حل سياسي للأزمة.
